    I used PHOTOSHOP CS w/ this tutorial but PS CS is similiar to older versions as well

    1) Open up your PHOTOSHOP program

    2) Pick an image you would like to use this effect on, i chose the image below

    1) Go to LAYER, then DUPLICATE LAYER.

    1) You now have 2 LAYERS

    2) Go to FILTERS, BLUR, then choose GAUSSIAN BLUR.

    1) Where it says “RADIUS: ” choose around 3.0 pixels.

    1) Now go to the bottom right toolbox where it says LAYERS, there is a drop-down menu that has all the effects it can add to your picture w/ the blur, i chose OVERLAY.

    1) Choose a picture you’d like to use the effect on, i chose the one below.

    2) Go to LAYERS, then DUPLICATE.

    1) Now you have 2 LAYERS

    2) Go to ADJUST, then HUE AND SATURATION, then COLORIZE

    1) Put the saturation bar on the right all the way to gray so your whole image turns to black and white. (hue color does not matter, since it will come out in black and white.)

    1) Now go click the ERASOR TOOL.

    1) You now can erase the black and white and color the areas you want to be colored, it’s good to use a circular brush around 80% hardness.

    and i’m done!

    I used Paint shop pro 8 w/ this tutorial but PSP8 is similiar to older versions as well

    1) Open up your Paint Shop Pro program

    2) Pick an image you would like to use this effect on, i chose the image above.

    1) Go to LAYERS, then DUPLICATE.

    1) You now have 2 layers.

    2) Go to EFFECTS, then DISTORTION EFFECTS, then PIXELATE.

    3) It’s better if your pixelated block size is symmetric, the size i chose was 25.

    4) After you’re done, your image should look pixelated and funky lookin’.

    1) Now, go to LAYERS, then PROPERTIES.

    1) In the drop-down menu to the right of “BLEND MODE: “, you can choose what kind of effect your pixelation will show up as, i chose OVERLAY.

    and this is what i got! ;)
